EU Appeals for NGO Access to Gaza
High-ranking EU representatives emphasized that the humanitarian conditions in Gaza continue to decline as winter intensifies, with aid groups facing limitations on their ability to function effectively.
In a collective declaration, EU foreign policy chief Kaja Kallas, along with commissioners Hadja Lahbib and Dubravka Suica, noted that residents of Gaza are enduring increasingly harsh circumstances, including heavy rainfall, dropping temperatures, and insufficient safe housing.
They pointed out that children remain out of classrooms and health centers are “barely functioning, with minimal staff and equipment.”
The resolution outlines the creation of a peace council and a temporary international stabilization mission as part of a broad initiative to resolve the Gaza conflict.
According to EU officials, the European Council “called on all parties to implement the Resolution in its entirety, and in line with relevant international legal principles, and committed to contributing to implementation.”
The European Council further underscored the pressing necessity for humanitarian relief to reach Gaza. It stressed “the need for the rapid, safe and unimpeded delivery and sustained distribution of humanitarian aid, at scale, into and throughout Gaza.”
Finally, the Council urged Israel to refrain from enforcing legislation concerning the registration of non-governmental organizations, warning that such measures could obstruct vital humanitarian operations.
